This is a Lineol (square base) hand painted figurine of Kriegsmarine Admiral Raeder of Germany in his WWI era uniform with fore and aft bicorn hat. This version shows him wearing his long coat and epaulettes with sword.
Großadmiral Erich Johann Albert Raeder (24 April 1876 – 6 November 1960) was a naval leader in Germany who played a major role in the naval history of World War II.
The base has the Lineol stamp.
